The City initiated the South Area community planning effort in 2000 after combining the prior Airport Meadowview Community Plan and a portion of the South Sacramento Community Plan. This boundary change will not change neighborhood boundaries. The update to the South Area Community Plan is now being conducted concurrently with the City's 2030 General Plan.

Future land use in the South Area Community Plan area is governed by four separate land use plans as amended through 2004: the 1996 South Sacramento Community Plan, the 1984 Airport Meadowview Community Plan, the 1988 Sacramento General Plan, and the 1993 Sacramento County General Plan.
While all of the 1984 Airport Meadowview Community Plan falls within the new boundaries of the South Area Plan, only a portion of the South Sacramento Community Plan falls within the new boundary (the remainder is situated within the East Broadway Community Plan area). The South Sacramento Plan covers about 4,132 acres of this area, with 589 acres (14 percent) vacant. The Airport Meadowview Community Plan planned land uses have the most vacant acreage (1,332 acres), while the 1988 Sacramento General Plan covers the least land area (229 acres). In all, the South Area Community Plan area covers about 15,200 acres, 2,297 acres of which are either vacant or designated for agriculture.
